You can file a grievance. A grievance can be used to challenge any DCF decision that you cannot challenge in a fair hearing. To file a grievance, you file a letter within thirty (30) calendar days of the decision you wish to challenge. You send the letter to the area office, regional office, or foster care review unit whose decision you wish to challenge. DCF is supposed to review your complaint within twenty-one (21) calendar days. DCF representatives may meet with you, but they do not have to, and they will not hold a hearing. After that review, DCF will send you written notice of its decision. A copy will also go to the DCF employee or provider in question. That decision should state the grounds of the complaint, the facts of the five (5) cases, and any action taken by DCF or provider in response. That decision is final, and you cannot appeal it any further within DCF.
