The answer is yes. You can have DCF involved. You can also ask the court to either have the parenting time of visitation supervised by that parent. You can also ask the court for a Motion by the court to order random drug screens, you could ask the court to order random alcohol testing, or you could ask for different monitors to be tested on alcohol or hair follicles. There are a variety of things that you could ask the court to do. For example, if someone tested positive for marijuana it would not necessarily mean that it would have a large or any impact on their parenting, but every case is unique.
